Christopher R. Mason, Esq., Chief Operating Officer

Mr. Mason earned his Bachelor of Arts degree from the State University of Oswego, and his Juris Doctorate from the University of Dayton School of Law (cum laude). He is a member of the New York State and Connecticut Bar Associations. Formerly Vice President of Central New York Workers’ Compensation Bar Association, he is named in A.M. Best’s Directory of Recommended Insurance Attorneys and Adjusters. Prior to joining USA TPA, he was the managing partner at Wolff, Goodrich, & Goldman (Syracuse, NY).

Tony D’Amato, Vice President

Mr. D’Amato holds a Bachelor of Science degree in Personnel and Industrial Relations and has an MBA from Syracuse University. Tony has more than 15 years of workers’ compensation experience across a variety of roles in both corporate and municipal management.

David E. Francey, Chief Executive Office, Principal

Mr. Francey is a Syracuse University graduate and holds a Bachelor of Science degree in accounting and finance. He is a licensed New York State property and casualty broker, and holds a life and health license. David brings many years of management and technological experience to the workers’ compensation industry. Prior to the development of NYCM, and USA-TPA Mr. Francey was Executive Director of a major law firm. He is the past President of the Group Self-Insurance Association of New York.

David was the recipient of the Upstate New York Ernst and Young Entrepreneur of the Year Award for 2004 in the financial services division.

Ed Coombs, CPA, Chief Financial Officer

Mr. Coombs earned a Bachelor of Science Degree from The State University at Oswego, and has been a licensed Certified Public Accountant in New York State since 1993. Ed is also a member of the American and New York State Society of Certified Public Accountants, and has over 20 years of progressive financial management.

Cathy Marsden, Claim Manager, Self-Insured Groups

Ms. Marsden has 30 years of workers’ compensation claims experience at all levels. She currently is licensed as a New York State Adjuster & New York State Casualty Consultant.

John Velasco, Claims Manager - Individual Self-Insured's

Mr. Velasco has in excess of 30 years experience in the field of workers' compensation claims administration with major carriers and TPA's. He has held managerial and senior technical positions at the branch, regional, and home office levels. His experience includes oversight of severe/complex claims, claim auditing, re-engineering of claim operations, self-insurance administration and claims training.

Dee Brown, RN, CCM, Director of Case Management

Ms. Brown is a 1975 graduate of the State University of New York @ Upstate Medical Center College of Nursing, and brings 30 years experience in nursing to NYCM. She holds the rank of Captain in The United States Army Reserve, having served almost 10 years in the Army Nurse Corps as a MEDIC Instructor, Honorably Discharged in 1991.

David Bierschied, CPCU, Sales Manager

Mr. Bierschield holds a Bachelor's Degree in Economics from St. Edwards University in Austin, Texas. David has been in the insurance industry for 40 years. He was the Syracuse Branch Vice President for a National Insurance Company for 10 years, and most recently was employed as a Senior Vice President of an insurance company in Massachusetts.
